I mean, if you lay the groundwork for huge developments later, then those huge developments were pre-planned. Perhaps not in explicit detail - I'm not saying Oda had Laugh Tale planned out during Orange Village or anything, but he did lay down overarching plans.
Like, for a similar example, in the first harry potter book, do I think Rowling already had planned out that the death of Harry's parents turned harry into an unwitting horcrux? No, not necessarily, but she had already laid the groundwork for Voldemort's soul being fragmented.
