Pretty much. The resistance itself is one of the worst parts of the show. They talk big about reclaiming Japan, but they have no goal or plans beyond helping civilians. Their big endgame mission in S1 was literally beating an AI that fought against everyone. It's so hard to feel invested in them when they don't actively do anything.

To be fair, one could argue that the AI was attacking indiscriminately and harming muh nipponjin civilians and thus needed to taken out. Strategically it ended up being the worst thing they could do since America just got a massive AI buff as a result.
