But now the question is if Yuta didn’t earn 200 points then how did Angel travel from Tokyo 2 to Tokyo 1? Yuta said that it wouldn’t be a good idea to add a rule to travel between colonies without first adding a rule to establish communication. So with 190 points he would first add the rule for communication and unless he rapidly gains 10 points the rule for travel won’t exist yet.
Maybe Angel has the power to travel between colonies unique to her?

it's easier to collect more points to add more rules if you can travel between colonies, though
it would be really dumb for yuta to enable communication just to never find other sorcerers in sendai to get those last 10 points
