Character development stuff being true or not, I do think it says something that the character development basically boils down to them liking Luffy more. Zoro goes from saying he’ll make Luffy kill himself to laying his life down at Thriller Bark. Sanji trusts the crew more. Robin trusts the crew more. Nami trusts the crew more. In the case of the latter three it’s a case of them acting a certain way, then going against Luffy for an arc, and then returning to the crew

One Piece is a series that has huge potential but makes the least of it. Red Scabbards, Caesar Clown, Yamato, Yonkou, the setting is perfect for a masterpiece anime but everything is a total mess and lacks appeal. It's not that Oda's full potential isn't being displayed, it's that One Piece's full potential isn't being brought out by Oda. One Piece would have been so much better if it were written by Togashi, with appropriate time and thought given into each and every character. For example, the Phantom Troupe is a large group of character with thought put into each character and their dynamics with other characters. The Red Scabbards pale in comparison and nobody cares whether they die.

The problem with Wano is that all the Wano characters are awful and Oda went all in on them in the arc where he built so much of it around them, like Momo, Oden, the scabbards, and so on. So much could have been trimmed down and given to the SHs or the villains to build them up more.

It's a letdown no matter how you slice it. There shouldn't been 500 chapters of buildup the same way Wano shouldn't be 150+ chapters long: the pacing is just bad. Arcs are too long with too many characters and plot threads going on at once and fighters are too durable.
