You're probably looking at things from a westerner perspective where every popular media needs to appeal to everyone at the same time. This is where concepts like inclusion and exclusion come into play, feminism/sexism - your media needs strong women, that don't appeal to the male gaze, your media needs minorities, gay, trans, etc, or else it's bigoted.

Japan doesn't have this issue, they're upfront and HONEST with who they're appealing to. You watch a shoujo, it's for girls, etc. They categorize their entertainment a lot more. This results in higher quality. Personally, as a result I refuse to watch shoujo and yaoi because shit's gay, but that's alright, that's a good thing. In return just stay away from my "problematic" shows.

But despite this, those shows tend to be just as popular or more popular with women then men. Because, again, it's women who like to see female characters get broken. Not so much men. Most men want to protecc girls.

In short, they do it to draw in female viewers. Because jiggly tits and ecchi don't draw in women that much. They're for the guys. But make an ecchi show with lots of tits AND the girls being broken on an emotional level? Suddenly you get both male and female viewers.
