It means that's it's overcomplicated for a children's manga and that makes them feel smart. Not to say it's overcomplicated as in hard to understand, but overcomplicated as in, it's all just the same shit with different names for no reason. It's a simple power system with a lot of over explanations and different terms when it's just the same as another implementation.
It's dumb and incredibly unbalanced. The manipulator category is insanely stupid and unnecessary, the specialist category is literally magic that even Togashi doesn't wanna explain in his so called "hard magic" system.

The reason why HxH is good it's because of the story, the whole nen thing is still cringy as fuck.
That it naturally provides the characters' powers' strengths and weaknesses, that it allows for a lot of creativity while remaining mostly mechanical, which in turn limits what the characters can do, and that it naturally gives you insight into the mindset of the characters' abilities
For example, Tsubone in your pic. We know she is a Conjurer, that her Hatsu is called Rider's High: Perfect Girl's Seven Transformations, and that she placed as her condition that she has to have a pilot who controls the vehicles with Nen. All of that fed to us in a single paragraph, but it very much tells us all we need to know about the power and her backstory:
>as a Conjurer, Tsubone's specialty is turning aura into matter, so it should be fairly obvious that in order to transform she has created seven clone bodies that she stores in a pocket dimension that she also created, and basically exchanges her own body with these whenever she transforms
>this also explains her restriction, as Tsubone as a Conjurer has limited Emision, which means she would have problems piloting these bodies herself at full power from a pocket dimension
>moreover, the ability as a whole emphasizes her absolute commitment and loyalty to Silva, since she could have chosen to just Conjure vehicles but instead chose to turn into one to not be a load to Silva while remaining close to him
>the mention of the Perfect Girl/Yamato Nadeshiko also shows her traditionalist mindset and self-esteem, and shows that she sees her loyalty and usefulness as a source of strength and worth
You can basically see her full backstory: a young woman who had seen herself as worthless. Perhaps a prostitute, or a homeless person, but was rescued by Silva in some form. Perhaps he killed her former boss and took her as a Zoldyck butler. She then took to accompany him on future jobs and desiring only to be useful to him developed her hatsu.
A lesser writer would have given her a sad flashback. ToGODshi gave us a paragraph
And this is basically the level of insight and thought that goes into EVERY line and panel of MASTERPIECExMASTERPIECE. Every character a world to themselves that we can only glimpse in the pages.

I think the main strength of HxH is in it's character writing. For example, Gon would be a pretty lame protagonist in a vacuum but I think Togashi manages to make him a good character through his interactions with others, and he was instrumental in making Killua such a great character. Another example is Meruem, who would also be pretty lame on his own but his relationship with Komugi is incredible and acts to convey the main message of the CA arc, which is that all life has value
Killua not using nen to transform his body and conjuring afterimages will NEVER make sense

the whole point of limitations is that you are paying something in exchange for more power; he could have chosen not to lose lifespan when his eyes turn red but then he would get no extra power
