I would have made something out of the school setting if I was still forced to do it.
for example I would have made the events and villains develop alongside the students during high school, and the latters would have become professional heroes, maybe with an entire last arc or two with them as adults

What I'd do different:

Currently it is being boosted by American superhero comic readers that have worse and gayer storylines.
Slash the number of characters. Slash the number of backstories. Current arc clearly shows that 60% of class A and 90% of class B contribute nothing to plot right now. Only 4 pro heroes outside the shool have some actions and one of them is acting as fucking eyedrop dispenser. There are about 3 villains other than AfO and Shigi that actually matter left in the plot.
What I'm saying is that the plot should slow down on introducing extra characters and make use of the existing ones.
The second thing I would change is giving the series time to cool down after Yakuza arc. This means that Shigi isn't gathering the army and turning himself into living weapon of mass destruction just yet, because this caused the story to spiral towards current mess within coparatively few chapters.

If we make a 1:1 translation from male to female keeping the personality intact then it should be noted that Mineta is attracted to exaggerated examples of feminine attributes, that is to say the girls he perved on the most were Momo and Asui while largely ignoring girls like Jirou. With that in mind we can safely assume the guys fem!Mineta would be into would be similarly exaggerated, those being bara boys like Shoji or possibly pretty boys like Aoyama. Izuku in-universe is described as plain.
So taking all of that into consideration, I think fem!Mineta would initially ignore Izuka but would slowly fall for him as the story progressed. Maybe starting at USJ where she'd witnessed his heroic spirit first hand.
I think that would be best because it would set up any possible future relationship as genuine, whereas, if fem!Mineta perved on him initially than the pursuit of a relationship would be tainted and seen as an escalation of her perversion.
Although the transition from perverted to romantic feelings isn't entirely without merits. If Uraraka were to still be Izukus love interest as well as fem!Mineta then this would be the better route as it would contrast well with Uraraka's more pure feeling of love for Izuku.
Or even a melding of the two with feMineta initially ignoring him then falling for him, then because she doesn't know how to cope with feeling genuine romantic feelings, perving on him before eventually turning into pure romantic love.
I want to keep loving Aizawa for a while!

I love giving Mustard the TUM guy's quirk. It definitely works as a main villain's motivation. And I figured the quirkless villain would have it out for society, but honestly I think one or two villains who were actually just broke as shit would be cool. I'm pretty sure Sludge is like that.

The quirckless criminals are handled by the police 99%, since there is no need to use heroes for small fry. Since now most people have quirk, the umbrela of not engaging heroes includes people with non crime useful quirks.
