No. Ishigami is a deconstruction of the "literally me". Everything wrong in his life is his own fault. Essentially, Ishigami's greatest flaw is that he has next to no instinctive theory of mind. He's upset and offended when people don't respond to things only he knows.

Look at the conflict with Ootomo. How the fuck is Ootomo supposed to know to side with him? Why would she side with him? The only reason to do so exists purely on Ishigami's side, which he refuses to tell anyone. Yet this incident was a formative trauma for him, a reason he can't trust his judgement of people when the truth is he was just being absurd. Why does the school make him a pariah? He refuses to tell anyone anything, and so they react to what they see. They aren't bad people for this, and Aka makes that clear.

He shows this with Miko too. He's angry that she's not more grateful for things she doesn't know about, and complains to Prez who calls him retarded. If you remove Ishigami's PoV in 95, his indignant reaction at Miko wasting his secret efforts reads to anyone as loud mockery of her ASMR. He was incredibly rude to Miko in the card game chapter, but he can't put the dots together himself until someone points out that he was an asshole.

On top of this, Ishigami engages in delusional hypocrisy. Most of his ideals and whiteknight shit is basically a dedicated LARP, typical of people with actual whiteknight attitudes. It's more a manifestation of pride. Osaragi likes him because this suits her own delusional hypocrisy.

Well, while Ishigami has a deep flaw, he's not all bad. He's more a deeply, deeply retarded good. Osaragi isn't really part of his story, except as a reflection of his own retardation. I think Ishigami is often helped or saved by others to make it clear the world has never been against him, and this helps him make some progress in improving as a person. Still, if he holds onto his most retarded behavior, he's bound to self-sabotage again or even learn the wrong lessons.
