Well, I definitely don't think Oda would have Shanks' arm itself play a role in the development of the Sea Kings. Blood only matters in the fight against Crocodile and in one of the one shots where Luffy is a Peaceliner fighting against an evil blood magician.

I mean shanks did use haki in that moment, just not the one that would've protected his arm. I'd assume it'd just be a mistake by Oda planning a smaller story where shanks was a lot weaker at the time, but it'd be cool to see a path where shanks only has access to conquerers haki.

He thought that Luffy wouldn't be inspired enough if he didn't lose his arm. He wanted Luffy to feel indebted to Shanks for that shit and so Luffy would try his hardest to return the hat. The only question now is, was Shanks intentions virtuous? Or does he work for the World Government? Why would he suddenly tell them that Luffy ate the fruit he stole? Why essentially put out more of a reason to kill Luffy? Luffy doesn't need to end the World Government to become the King of the Pirates. So is Shanks trying to steer Luffy into destroying the World Government because they won't leave him alone otherwise?

That was years before our current story, most likely explanation is that Shanks was a shitter back then and only then became actually strong. If luffy can become emperor level in a few years of actively traveling so can Shanks.
