Probably alluding to how sunny it is there. I never noticed that big of a difference in skin tone while I was there, but maybe that's a Jap thing since they're more sensitive about their complexion.
It's not really that rural - the Island is actually pretty damn big and has a mix of development. The north part is very rural, but towards the south near the various American bases and Naha is very built up.
There does seem to be some truth to this. Didn't help me, unfortunately.
