Slick design, cool powers, his interactions with Luffy were really funny, his cover story is arguably the best in the series and he's got a lot of charisma.
He's shallow the same way Krieg and Kuro are but unlike them he's got the style to back him up. He's kind of a polar opposite to Moria, who's a really interesting character but wasn't memorable as an antagonist.

I can absolutely see Uta flipping her shit and having a full on meltdown upon finding out Luffy is seemingly closer to her own father than she is.

The manga is years off from ending but in relative terms it's extremely close to its finale. After Wano we're probably entering a multi-year final saga, he doesn't have the time to do every weird idea he wants to anymore and his editors won't allow it.
This movie could be an opportunity for him to implement a character he really wants to make but reasonably can't fit into the manga. Not saying she has to be biologically related but it wouldn't be the first instance of a canonical movie character
