My mom has a display cabinet with normal glass shelves that are easily about 2 meters long. The corners are not even rounded. They've had glass and dishware, which I'm sure are far heavier than plastic figures, without issue for decades now. So I don't think tempered glass is absolutely necessary if you're worried about them breaking due to weight.
However I would agree that tempered glass is superior, out of safety concerns on shard size, in the case of the display windows or shelves breaking due to a sudden impact.
