Even in the Mugiwara Pirates, the Luffy's crew must submit to his authority as captain and let him dictate this measure of their freedom for the shared goal of preventing the world government or other pirates from stealing away all their freedom. And Luffy in turn has given up degrees of freedom by taking this responsibility to be their captain. If he was freed from his responsibilities he would end up less free.
