The issue with the "sexy villainess" character is that the way in which they are usually written doesnt tend to appeal to anyone's sexual fantasies. They usually have their own unlikeable simps and show little interest in the protag so they dont appeal to selfinserters, are already corrupted so they dont appeal to ntr/corruptionfags, tend to only have hostile relationships with other women so they dont appeal to yurifags, etc.

Have the sexy character actually imply she wants a relationship with a protagonist and they immediately get tons of porn.

Lust isn't necessarily meant to incite lust, so much as depicting a person who feels lust. (Although fictional characters based onthe seven sins seem to often screw it up for this one sin.) So it's not a big deal if people don't want to bone her. FMA lust definitely has the vibe of a hedonist who might enjoy feeling lustful or being degenerate, and so, likeher siblings, is a character who indulges in the vice she depicts rather than inciting it.
