I'm not saying that the others treat their cyborg poorly, but its just that Sandro is the loosest of all of them. The other agents are kind, but it feels a lot more formal and stilted, as if they're afraid of getting too close. We even see that one of the agents (I think it's Claes's) says that he has given up on being close to his partner because of how many times she has lost her memory. Sandro is just a lot more chill and laid back

Raballo imparted all the human aspects Claes has to her when all the conditioning and everything else from the agency tried to take that away from her. He might have gotten in over his head, but his heart was in the right place for Claes in the end. The main thing is he now serves as the justification in the story as to why a handler who does care about his fratelllo have to stay loyal.

I think it's important to remember what Sandra likes about his job. He's doing good for Petra because he wants to see more of her personality. Hilshire and the others don't necessarily feel the same way so they act differently, it's not better or worse really.

Hillshire does want to see more of Triela though. It's his biggest regret that he won't see her as a grown woman. There's some subtly in the story that is occurring in this very chapter that will be a lot more apparent later like this

I'm sure that there are a million sob stories about how the agents are justified in what they're doing, but that's as maybe. They may have good reasons, but the other agents are still much more distant and formal with their partners as compares to Sandro. Sandro cool and Petra sex, its that simple.
If you want a more well thought out answer, I think that the first round of cyborgs are repugnant. Not only are they literal children, their lives are micromanaged in a way that robs them of any freedoms. I think that Petra's generation of cyborg is much more ethical. Not only is she older (though this is really splitting hairs, she is still very young), but her handler is much more of a friend than a parent. And its no coincidence that this is directly proportional to less usage of the drug. I find it hard to empathize with the other agents when they cry about being unable to bond with their cyborgs when the job they signed up for was coercing children to murder.
But thats all secondary, the main point is Petra sex

And as far as freedom, they even emphasized earlier how the cyborgs get to live in and manage their own quarters however they like. And really there's nothing ethical about the second generation, either. They are still murder bots as far as the agency is concerned. You seem to have a bad grasp on the story, so you might consider re-reading it.

Absolutely best pair, and I think I've given my reasons why plenty of times. They're the only pair that feel "real" to me. All the other agents have these inhibitions about getting "too close" and they all worry about the "right" kind of relationship, but Sandro and Petra really are just friends. It also helps that Petra is older and is also on less of the drug, which were my main complaints about the first generation.
And it definitely helps that Petra is the best looking

I don't see Alessandro's treatment of Petra as any more ethical than what Jean does to Rico, for example. He turns a brainwashed girl into someone that suits his needs. The difference between Alessandro and Jean is that he has a more fun personality and he lives in the moment so he leads to more entertaining antics, such as bantering with Petra because he wants someone to talk to.
