I remember watching re-zero and there was a huge monologue from one of the girls, without any face movements, at all. Just a slightly moving mouth and a monologue. While I thought it was the most boring thing in the world, apparently most people thought it was a great scene - because they were half day-dreaming and thinking about the characters. They didn't even notice the absurd minimal movement, and some of them completely self inserted themselves in the scene.
You can contrast this with western rap videos - kendricks "HUMBLE" comes to mind - where they throw a fuck ton of visual noise on the viewer. Anime uses a much softer approach, with childish tones and soft pallets.
