Stannis didn't simply want to man them (which Jon happily agreed to). He wanted to confiscate them from the Night Watch (unlawful) and then give them as rewards to his southern lords (huge no-no in the north, which would have made all northerners his enemies).
So he was both hypocritical and stupid.

yeah it's a little too on the nose imo. the thing that confused me is at first it's explained that there were 7 rainbow guards, 1 for each color with their own colored cape, but then every time after the first mention they all have "rainbow cloaks". the former is cooler imo, but i guess if each had their own color they wouldn't be called the rainbow cloaks like the kingsguard are called the whitecloaks.

Giving the northern castles to southern lords would've turned the North against him. From neutral, it would have become actively hostile.
If he wanted to reward his lords, he should've given them castles and lands south of The Neck. Trying to infiltrate southern lords in the North was obviously not a viable strategy, nor a stable situation. The northerners would've been offended and restless, and would've revolted at the first chance, that's inevitable. Stannis should've understood this, but he's the type of obtuse individual who thinks "I'm da king so everyone must obey" and ends up stabbed for no good reason.
In the end, all Baratheons are fucking imbeciles. And Renly was also a faget.
