It wasn't mandatory for children in any village to be soldiers, even during the war era in which Naruto's story took place. There were plenty of civilian children in the village. Sasuke chose to be a ninja solely to become stronger. In doing so, he implicitly swore an oath to protect his village and his people. He abandoned that oath for more power.

The Uchiha were suspected because of the 9-Tail incident in which somebody with a Sharingan controlled Kurama and attacked the village with him, which cost the lives of countless ninja including Minato. The village thought the entire clan was responsible when it was just a single Uchiha who wasn't even part of the village at the time.

Kurama was only a participant insofar as getting his revenge on Minato and Kushina for sealing him. He didn't attack the village on his own. He was controlled for most of the duration.
