Pain wanted to abolish the retarded ninja system of their world, which was a right thing to do. The ninja system is barbaric and incompatible with peace, it exists on war economy and employs child soldiers, causing tremendous suffering both to children and their parents. I was actually horrified at all the child deaths in Naruto, it's perceived as normal somewhat, but it's terrifying to think about. Pain's views were completely justified. The whole manga should've ended with the ninja world abandoning ninjutsu completely and striving for coexistence. But it's a retarded piece of shonen, so it didn't do that, instead glorifying the shinobi till the very end.

That wouldn't happen in any village other than the Leaf village, because the Leaf village is in a precarious situation in terms of defense. While the incredible forest that surrounds them acts as a natural defense against invaders, it's also difficult to effectively patrol (outside of the one special part of the forest that the Nara clan tends). So instead, the Leaf village uses the barrier to protect a certain radius around their village. The other nations do not have this sort of natural defense. They can't rely on a barrier like that and instead rely on actual scouts. Combined with their already militaristic mindset, it seems like a pretty big stretch to think that Pain would be able to replicate that on them. He was in favorable conditions with the Leaf Village because he had intel already from Obito. Plus, the Raikage and Bee could survive that blast anyway. Just the Raikage would solo the pain bodies, and he's definitely durable enough to handle that blast if fucking Tsunade was able to take it while also using her healing jutsu to keep everybody else safe.
