Right around the halfway point. It's almost entirely a meme though, which is why you didn't even notice. The show was already planned out before the switch.

The writer mostly wrote the dialog and minor aspects of the scene. As the other user said, the writer switch actually barely affected the anime. They switched to another writer in the later half because he was better at writing more "blunt" dialog as the series got more dramatic.
The only real change was episode 8. It was planned to be a zombie apocalypse episode, which is why you still got those lines about shooting the head.
