Kyoani productions are unique in that they're almost entirely in-house and treated more like a movie than an episodic series. Keeping it in-house shaves off costs but each production is twice as tasking because of how focused it is.

Japan, and by extension, anime viewers, have supremely horrendous taste when it comes to anything. This is due in part to the country's mainstream and diseased mentality towards art. Look at how the stiff animation of, say, Galaxy Express 999's movie is praised by Japanese and otaku (even though I do enjoy the movie), a movie where quite literally most of its animation is found in its light animation. The actual characters? The space surrounding them? Literally barren of movement, devoid of personality, in which then the art and aesthetic design itself must compensate. Contrast this to even the most basic of 90s children's cartoons in America, where the world and the characters move as though they live and breath together. You could not divorce Batman The Animated Series from its animation, likewise Sam and Max - you could apply this to a few anime too, such as Cowboy Bebop, Ping Pong, Gurren Lagann, Ghibli films, etc etc. The same applies to Nichijou.
But Japan, unused to animation, their nationalistic snobbishness resulting in their "preference" (materially derived and enforced adherence to) limited/cel-bank animation, refuses to acknowledge that which breaks from their formula of what is considered good "Japanese animation" - not, mind you, "good animation". You'll often notice that the best animated anime are often by non-nationalistic Japanese - this is because they have seen the limitations of their country's small-minded and neutered taste, and have instead aimed to actually provide an animated experience. Cue the outcries of "forced animation!", "overly animated!", "so unnatural!", because an animation bothered to move beyond a lip flap and a stock gesture, perhaps, hell, even incorporating a basic smear! You will see that even the most basic of smears will draw praise in a regular TV anime if it shows up sparsely, which then is considered "good animation", if only because of how rare it is. How rare it is, to have animation in an animated product.

it can be as well animated as it wants to be. good comedy anime typically don't need it, and nichijou, even with it, wasn't nearly as funny as many other shows. unfunny forced animation is pretty accurate.
