We're moving towards a wider acceptance and even embracing of eastern humanistic values and even stories.
We've long thought the adult was western stories, with their foundation including the notions of rationality as an end and original sin as a given -- that being humans are naturally selfish, evil, etc, and it takes effort to become good.
But it seems like what was once passed as childish, the idea of human nature being something praise worthy -- that evil characters are under a spell and that is not their fundamental nature, to be evil, now seems to be accepted more and more in the west.

The whole notion that humans must be rational and that rationality is not a method but the end... I think that's being challenged and with it's loss of power comes a wider acceptance of eastern stories.
It's hard to imply this series is anything amazing, as well as most eastern stories in general, in part because of their humanistic nature which isn't treated as seriously as western rationality.
But maybe that'll change? Maybe no magnum opus, but maybe it'll become more acceptable to read stories like Index. I think its already happening.

I think just the fact Accelerator intends to keep running the city behind bars is already a pretty big exception. Will other prisoners also be allowed to keep their jobs? Not being able to do what you want inside a prison is largely something that is enforced so that people don't actively try to commit crimes and end up in a better position than they were before, or "waste" tax payer money on criminals. Visitation hours are small because of the difficulty in escorting prisoners from their cells, watching over them, and making sure no one makes a break for it, or that visitors are sneaking them tools to escape. Not because "we can't let prisoners see their family too much, that would be too nice of us" or something.
