Technically the Saibamen are plants native to Planet Vegeta. It was never stated who artificially created them in the original manga iirc though.
Daizenshuu 7 says it was a Saiyan scientist but I doubt its validity desu.

It probably is a frieza's scientist creation. I don't think we see saibaman being used in any of the flashbacks involving sayans ducking shit up on alien planets

At the time, Toriyama's idea was that the Saiyans became an advanced race after killing the Tuffles and stealing their tech. The issue is that this backstory was never in the manga, only in the notes he gave to Toei, so he ended up forgetting it.

How would Saiyans steal tech? I'm under the impression they'd look at a machine, be confused by the beeping noises and then blow it up to make it stop. They all just use Frieza Force standard technology and equipment so you assume that's just what they're given and instructed to use, and probably don't have anything like that by themselves.
