He's made to contrast with the characters like Simon and Kamina. He's exactly like the leader of his village, Lordgenome and the anti spiral in that he does bad things for what he believes to be the greater good (keeping the surface population of the earth down) even though it pains him to do so. I didn't really like him either but I understand why he's there and he's not a bad character

i understand some of the things he did for the greater good like not putting everyone on the escape ship since that would take too much time and there not being enough space on the ship, but sentencing the top leader of the city to a death sentence for a little property damage is definitely not the "greater good"

Even at his darkest moments he's only trying to save as many people as he can and isn't acting out of malice but out of fear and desperation. s humanity's primary strategic planner, most of his decisions would be fairly reasonable in the real world. However, he lives in a universe where a sufficient amount of willpower is capable of breaking the laws of physics.
He is not wrong in his decisions, he just unlucky that in this universe, he is "wrong" for not having absolute faith in the protagonist and believing that this is enough to save the world.
