He's exactly like the leader of his village, Lordgenome and the anti spiral in that he does bad things for what he believes to be the greater good (keeping the surface population of the earth down) even though it pains him to do so. I didn't really like him either but I understand why he's there and he's not a bad character
i understand some of the things he did for the greater good like not putting everyone on the escape ship since that would take too much time and there not being enough space on the ship, but sentencing the top leader of the city to a death sentence for a little property damage is definitely not the "greater good"
