It starts as a legitimate comedy anime whose tone purposely takes the piss about everything Z established.
It does some things right (muh kyoka ningen autism portrayed as a literal joke, colonies don't care about the general war, don't claim to be a serious military series when your main cast keeps embarking random rebellious teenagers) and some things wrong (making Bright, Fa and most Argama cast into incompetent idiots, disrespecting the mechs although that's the point, dropping most of the urgency that Z's plot had by its end).
By the post-Moon moon episodes it's already back in track and keeps becoming more and more 'serious' flawlessly, but most people really wanted Z 2.0 when Tomino himself clearly didn't
