Most peole are so caught up in backstories and drama but that's not what Bokuben needs, well Uruka's background may lack depth in the sense you are talking about, but I argue that it doesn't need depth to be compelling. She's an interesting character to me because where other characters would be prolonging their confession out of fear, she's doing it because she doesn't want to be a burden. Where you would think that she would spend an entire arc agonizing over her choice to study abroad vs. Nariyuki, she makes the decision immediately, because as much as she loves him, no, swimming IS the most important thing to her, which I think makes for a lot more depth to her character. It would be far too common in this instance for a character in a romcom to decide to put their love first, but seeing one who doesn't really highlights that Uruka is more than just a love interest, she's a character with depth all to her own. I don't need a backstory or a climactic arc to give me a deeper insight than I can get just by reading the story and observing her actions with my own eyes.

And again, that isn't to say the other girls are somehow worse for needing a dramatic backstory, because they aren't. They're all deep and complex characters, it just happens that Uruka's backstory is a much smaller part of what makes her complex than is the case for the other girls.

Not in the magazine, the chapter in serialization sees him passing her and that's it but a chapter was added to the last volume to show "No not all his growth is undone he did improve a it and thy later meet and start going out." to try and salvage the series, but it was too late.

For example, the flashback he put in chapters 145-146 should have been mentioned or shown back in chapter 43. But instead of having Naruyuki thank Uruka for going out of her way to lift him and his sister out of crippling depression, he just thanked her for news articles about her success being a bit encouraging to him. The result is that a few of the other girls feel like better, more natural choices as they've been more naturally developed. Even so, he decided against changing his planned winner. Thus now that 22i is ready to end it, he's attempting to cram in all the development for Uruka that he deliberately withheld to progress with his planned ending, regardless of what doubts he might have.
