Most people who like the show can't even explain it. They just go "comfy" and "the girls are cute." I'm all for liking something without some heavy message or plot. But there still needs to be something to develop the characters or build the premise/world. This show didn't even have that much.
I envy the people who can like a show just because of cute girls, but I guess I'm not one of them. And I've also struggled to watch every KyoAni show I've seen since K-On aired, except Kobayashi which has some character interaction and a unique premise.

The character development is subtle, their personalities being fleshed out gradually through the characters' mannerisms and interactions, as opposed to straightforward, Diegetic storytelling. Just look at Yui: a natural airhead and clumsy girl without ambition who grows to learn and love the guitar, music, and the light music club. The end of season one quite clearly shows how she's changed from how she was at the start of the series.
Regarding world building, the setting takes place in the modern world (at the time), so there's no need to build anything more on that. And yet, the world still feels well established, as the sets in the school and other places feel unique and lived-in, and flow together such that they feel like real places (the school is actually based on a real school in Toyosato, which I have visited before). As far as I'm concerned, this is more than adequate world building.
As for the premise, the director has stated that she desired to portray an authentic JK experience. this explains the intentionally slow pacing and light tone of the show, and there are many indicators which suggest to the viewer very early on as to the nature of the show.
K-On's not for everyone, especially those who prefer faster-paced shows, and that's fine. That said, there's definitely a reason why Yea Forums and Japan love this show besides being moe (although that's a pretty good reason to like a show imo).

So were Sailor Moon and CCS for their time. Slice of life is arguably the most profitable genre in any decade. The exceptions to this being Eva and Haruhi. But even Eva got surpassed by CCS just two years later.

SM and CCS had the benefit of a longer lifespan, but K-On in a matter of years broke many sales records iirc. Now I'm curious as to how the stats compare between the three if we take into account episode count, series lifespan, VHS/DVD/BD sales, merch and other products (e.g. live events and signings or whatever), and any other factor that I'm neglecting. Not a stats user, but that's something I'd like to see.

Well, CCS and K-On were both three years, right? That said, K-On did have higher ratings and merch sales, because the anime market of that time was like 3-4x bigger than the 90s. Anime ratings just kept doubling every few years from 1998 (the year CCS came out) until the peak in 2006 (when Haruhi came out). So most likely K-On also had higher merch/BD sales. But all I have a source for is ratings numbers.

As for world building, its standard stuff that gets you into a kids mindset. There's home, there's places you got a lot and going somewhere new is like an adventure. Something like yotsuba certainly heightens that kind of feeling
