Kira is a very passive character and Araki ended up writing sections of the story sloppily to support Kira in the plot. That, bullshit luck and Kira's father basically carry Kira as far as he gets in the story. He doesn't do much until the conflict is directly in front of him.
The scene where he cuts his hand off and runs away from the Dwuang gang is a good example. Kira manages to outrun Josuke, Jotaro, Okuyasu and Koichi, who only paused for a second to react to Sheer Heart Attack which Josuke swiftly took care of. None of the people chasing Kira are out of shape and all are pretty fit, yet Kira manages to get ahead, force Cinderella's user to change his face, kill Kosaku and Cinderella and then get out all while he's suffering from a severe injury. It's just not believable.
To move on, Kira's big power up is Bites the Dust. He gets it because he freaks out that the Duwang gang is closing in on him and he's too much of a nutjob to try to do other sane things such as skip town. Thus, the arrow pierces him and he gets Bites the Dust. He's blessed by the narrative for failing whereas other villains in the series who receive power ups typically had to work a lot for it.
