Because there's a discrepancy between American fans and Japanese fans. Tenchi is catered to the Japanese, they get all doujins and shit in regards to their favorite series. Back then we didn't have access to this stuff as readily as we do now.

Point being: She was intended to be added a long time ago, right after OVA 2, but company related shit happened. When we finally got OVA 3 with Noike, we already had a buncha movies and other spin-off titles. Everyone was familiar with the way things were structured with those. Kajishima stayed firm to his vision which took people by shock.

Meanwhile Sasami has an honestly quite interesting b-plot that ties in later.
If I concede it anything, it does a good job of displaying how the formula breaks down when Tenchi and the girls are apart.
