To actually give you an answer, go for it, but be warned, some of the visuals and animations might look dated, especially the final two episodes which are essentially big slideshows.

The best advice I can give you is to forget about the overarching plot; the show's main strength comes from how the characters develop and interact. Be warned that this show absolutely deserves the hype it gets, but isn't for everyone. Don't expect the action scenes to last too long, and it follows a "monster of the week" formula around the middle.

I'd say that the first five episodes (up to the diamond angel) are a good arc to dip your toes into to test if you like it, and if you find the series is a slog near the monster of the week part, I'd say episode 17 is around the part where shit starts getting heavy.

If you've got a noggin it's worth it for the human drama and plot, if you've got nothing there it's worth it for cool robots and imagery, everybody wins.

Also, since I'm assuming you're watching this on Netflix, yes, the Dub is servicable, although the main character sounds markedly more feminine. I've watched all three dubs and the subs and can vouch for the neflix dub, although it can be kind of janky sometimes

Asuka and Kaworu don't meet in NGE (anime) or the Rebuilds.
In every instance where they do meet (for example the manga) Asuka fucking hates Kaworu's self-assured personality, as if it wasn't already obvious that the girl is confused as all hell about what she even wants in a guy.

There's not any romance in Eva unless you want to count KajixMisato.
