Personally it's because I don't think his nen is that strong; he doesn't have a lot of it and can't emit a lot at once.
He just seems to win because of how freaking versatile it is, despite having very basic properties.

Chrollo had a precedence to bring up nen after death. It's still an incredibly rare phenomenon and not one to be expected.

Haters gonna hate. Since the beginning I thought about how the names Oneforall and Allforone were opposites, but not their quirks. The latter was stealing quirks, the other was gifted a single quirk. The "All" in Allforone is clearly meant for the quirks, which he takes all for himself. By the same logic the "One" in Oneforall means a quirk given to "all" and that doesn't make sense, for what we knew it should be one quirk for one person. But given that Oneforall and Allforone are opposites, we can think about it in a different way: Allforone=all quirks for one person
Oneforall=one person for all the quirks
So in the end this opposite interpretation leads them to be similar and it also explains the "asspull".

It's related to the "quirk singularity" and the incubation period for the power. Beyond that we don't really know.

Not really. He could have his nen exorcised - or could be killed in a way that couldn't be undone by restarting the heart. If you just completely obliterate his body there's nothing to reanimate, so there are plenty of ways.

Given how Chrollo styled on him, that really doesn't mean anything to the characters involved. Hisoka was at that time a nuisance they wanted to deal with before Chrollo decided to hop on the boat to rob the royal family.

Everyone in the troupe knows about it yet doubletapping isn't a principle because people have their assumptions about who can activate such a thing and under what terms. It's not unreasonable to just look at a corpse of a fallen opponent that isn't doing anything and just write him off as dead. Otherwise double tapping would have to be a common practice in nen combat because of the threat that any and every person could do something after death.

Remember how it took him half an arc to realize how simple it would have been to find the Chain Dude because he didn't make the connection between what he did know (the guy works for the Nostrade family) and what he found out halfway through (Neon Nostrade is facinated with collecting body parts and got new bodyguards) This was one of a few reason he lost Pakunoda and got his nen sealed away because if he realized it sooner he probably could have avoided getting captured.
Point is Chrollo isn't some infallible intellectual he makes critical mistakes and then Togashi slaps him with the consequences. In this case he felt he'd gotten the job done and he was wrong. But in this case I still haven't had anyone make a compelling argument why he should have given Hisoka any more attention than the hundreds of other people Chrollo has killed other than hindsight or treating Hisoka like he's more special than he actually is. It is unreasonable to ask Chrollo or anyone else there to decapitate a corpse.
Somehow I forgot about the fact that he was bleeding like mad from losing two limbs. It almost seems like togashi really wanted him to die and then just chickened out
