The 2019 version is just very bland and forgettable. You should definitely watch the 2000 version, but only watch the 2019 version if you want more.

The design aesthetic is lacking and from this most of the character designs are also subpar.
The first volume was completely butchered and rushed, removing an entire character's narrative which originally solidified the theme of the novel. Animation for the last episode was laughably bad and also removed the Manticore getting fucked up by the beam even though Spooky E was shown in a similar state as the Manticore would have been (meaning that it was entirely a failure of the artists rather than censorship).
Many minor details were fucked in the 2nd/3rd volume adaption ranging from Spooky E having one phone instead of a belt filled with phones to not showing Jin's vision of flowers coming out of people's chests properly. As from the first volume content, almost all sexuality has been expunged. None of the errors are as bad as that first volume's adaption, but this was also the story with the most room for improvement if the production didn't follow a "copy the book word for word unless we are cutting out the words entirely" ethos.
They skipped vol4. They should have made it into an OVA.
At Dawn was the most consistent and well done portion of the show, but even this had some glaring failures such as the excision of a "present day" plotline that gives a few tidbits on certain characters and capped off the theme of the novel by showing that Nagi's father was right in saying that the next generation would take up the struggle of the previous or however it was worded.
The last few episodes varied in quality but ended with a very well paced, directed, animated, and scored finale. Even here though, a lot of omissions and changes bring the adaption down. Even the best scene can be argued to have been inferior to the novel version due to losing the symbolism of Shiro separating himself from Boogie on opposing cliffs with Boogie crossing the gap.
It ended being an okay anime because it was a poor adaption of great material.
I am a filthy anime only and I enjoyed it more than half of the shit that aired this year. i also ordered the novels

I don't quiet get it. It's always humans trying to solve a mystery, trying to solve a problem, trying to rescue someone. But then, when they make progress and get close to the solution, fucking overpowered Boogiepop comes in, kills all the villains in the blink of an eye, saves the day and in the end all the humans did was kinda pointless.

Generally, the point of following the humans who can't actually solve the mysteries is to see them get character growth. Boogiepop is surprisingly a very character-driven series.
When Boogie shows up to save the day, it's generally framed as a rewards for the human characters.

Really? I thought most of the characters were kinda forgettable except the ninja girl. It felt like every episode had a different protagonist so there was this turnover rate that didn't really let me sympathize with anyone too much. Maybe they were also forgettable because, as I said, they didn't actually achieve anything.
I think that's just how the adaptation turned out. The novel goes more in-depth with the characterization and there's more internal narration too. You really get to know what make the characters tick and so on.
