Pretty much this. It's not so much that he's got the thirst for coral booty, but it's more like he's overly protective and wants to use Eureka as a way to redeem himself, which funnily enough is the exact reason why she doesn't end up bonding with him as hard as she does with Renton.
As we all know, treating someone like a tool is the way to their heart. I also personally believe he doesn't really pay all that much attention to her, despite being so obsessed. He says this is the first time he's ever seen her smile, despite the fact that not even a couple episodes later, we see her smiling with the kids. Holland's a dipshit who doesn't understand the coral in the slightest.
