Storywise it's plausible but a bit reaching, but that's what she's wearing the 1st time she got sent up in the clouds. As to why the area remembered her clothes or why only the ring fell off I don't know since supernatural = I don't get to explain shit.
Metawise it's just look weird looking at her barbiedoll/water-based body starting from the time she's lying in the mushroom cloud to falling down to Tokyo. That or Toho didn't allow him to show off a naked Hina lying somewhere in the movie.
