The entire division of animation into shows for adults and kids is not only a modern invention by TV programs but also western parental TV consumer bullshit, mostly. The earliest animation in general was never aimed at children, look at Betty Boop for example and Toryama's females are very much inspired by her more than with any other mangaka I've ever seen. He adapts not only her goofiness, spitfirish personality and sexualisation but also the facial style, or at least he did so with his early drawings.

Kids cartoons are a cheap low quality genre with extremely defined writing requirements and anime almost never releases this particular product type. Then you have the case with TV programs and they will often air products that do not belong into the kids show genre for understandable reasons, because it's a rare and cheap product with specific writing requirements and no artist except goverment hired people produce such schlock. So TV networks have to censor and adapt products that arent written for children in order to fill up their scedule and still pass the rating requirements, it's a common known fact.
