Ice Kaguya was the absolute low point for the series as a whole so far. It made the manga gride to a slow down after an excellent confession and the manga still hasn't found it's footing again.

Pay attention to his conversation with Prez. When Prez brings up that subject, Ishigami switches over to his feelings of inadequacy instead. Prez then gave the advice that worked for himself, with Kaguya, but that's a really fucking indirect method and Tsubame isn't Kaguya.
I'd say that whole conversation is hinting at Ishigami trying the wrong approach. He's trying to find an alternative to 'harassing' Tsubame with his advances. Meaning, 'paying attention to her in the process' isn't so obviously included.
I'd say Tsubame is actually putting the most proper thought into the situation out of everyone.
That was literally never the point of her character. She is hyper competent, but wants to find her own little bit of happiness, that was shown since long ago.

It makes perfect sense where things stand. It depends if his discussion is related purely to the particular circumstances of the moment or his general thoughts. Ishigami's lack of confidence is pretty deep-seated. Knowing that she's perfectly fine right now doesn't translate to him not thinking she'll dislike him if he gets too pushy.
Right now he's still on the "wants to be confessed to" train, which is indirect bullshit. Maybe he'll be less retarded about it than I'm expecting, but this plot already seeded a major issue right at the beginning that I've yet to see Ishigami consider.

From the start, Ishigami's focus has been on how he's not good enough, but he's already accidentally looking pretty fucking good in Tsubame's eyes. For now, the conversation with Prez feels like it's doubling down on the "improve myself to become worthy angle", which isn't exactly a bad idea. It'll help his chances, no doubt, but it doesn't tackle the main issue.
On the other hand, Tsubame has brought up "getting to know one another better", while Ishigami has hardly considered that at all.

I have no doubt they'll talk. My concern is over the content and length of their talks. If Ishigami's strategy doesn't prioritize a lot of talking to Tsubame, and he has Miko dragging him around like a bitch, he might not make much time for it.

I think Miko is less of a main character than Ishigami is, while Kaguya is literally the title character and Prez was introduced alongside her on equal terms. In that sense, they're both the main character.
Ishigami is the "MC of the other side" of the story. Miko was introduced long after him and doesn't get anywhere near the focus or development that he does. She's not even close to playing an equal role to Ishigami in the Ishigami story, so in a sense she's just "heroine status". A potential love interest in the case of Ishigami.

When I try to trace her thought process, it just makes her look worse. She starts out trying to figure out a way to reject Ishigami without hurting him, but after seeing him protect Miko and hearing Kaguya defend him she decides to give him a chance. She thinks she's been given a lenient three months to get to know him, which is what she intends to do. She sees Miko fighting with Ishigami, Miko snaps at her for being a predator, and she invites them both to her party. So far, so good. She's been perfectly reasonable.
The party starts out well too. Miko's a bit bitchy and Ishigami is a bit protective and distracted, but it's not like he let that interfere with anything at the party. Onodera defused the situations without him and Miko fell asleep before she could fuck shit up more, so Tsubame maybe lost 10 minutes to her Pina Colada order. The only time Ishigami was seriously distracted by Miko is when he wanted to escort her home, and Tsubame made a few jokes about that.
Then Tsubame lies and engages Operation Pump and Dump for reasons, instead of waiting the three months. Maybe she was drunk. Maybe she was scared Miko might try to steal him, and decided to end things here before that could happen. By fucking him with no explanation. Perhaps to end things gently, but if she was so worried about getting cucked she could have just let that happen.

This happens more than you think. Some assholes get greedy and arrogant and think they're better at cheating than they are and deserve a little action on the side. And 'bros before hoes' becomes the excuse some friends make for him. The New Game arc implies a new slate, a new dynamic.
It implies that Prez ans Kaguya being rhe focus has ended. Ishigami, Miko, Tsubame, Chika and whatnot from this point forward would get the focus, with Kaguya and Prez getting minimal.
Or it could be a new challenge. This chapter already told us what each character will be doing.
Shirogane will be stressing out over whether he should reveal his relationship, and hiding it until he makes a choice. Shinomiya will be trying to kiss him until his lips fall off. Ishigami wants to make confess. Fujiwara wants to lose weight. Miko is the wild card, because she has no idea what she wants.
Tsubame and Ishigami will replace Kaguya and prez, that's for sure.
