Lelouch was a political exile trying to get back at his father for abandoning him and his sister after their mother got politically assassinated, then he slowly got tangled up in his own lies about representing an ideology until he had no choice but to represent the ideology anymore. Retcon movies aside his final intentions were to sacrifice himself for the cause.
