Not really, Mamoru Kanbe was one of the best episode directors of the original and in that season was working in Yorimoi instead of Clear Card. In some ways Yorimoi fells closer to the kind of series that CCS was than clear card.
Also characters designs were done in the original by Hisashi Abe and in the sequel by Kunihiko Hamada
Also Asaka is not really the same director than when he did the original, his style has become much more ¿restrictive?
Seems that Chihayafuru influenced his style too much and since then he uses the same character dessigns and uses always directional tricks like sudden changes in backgrounds or signs.
In the end he has become much more metaphorical and slow so that has made him kinda ill-suited for a series like CCS that is was a life-like adventure

Most anime studios haven't moved on from aping the same workflow as cels despite lacking the natural crutches that they bring, like the texture of having ink physically interacting with ink of other colours. No there's an inherent granularity and range in color from using actual dyes/ink and variation in line thickness that digital lacks. It's certainly true that these things could be recreated digitally but no one would put the effort in, and instead effort is put in the opposite direction to increase uniformity with heavy filters which just mute anything vibrant or eyecatching.
Note you can appreciate cels without thinking film grain is important.

I have a fun and 100% true fact: Digital colorists job is actually 99% closing up lineart after it has been scanned. The other 1%? Clicking the bucket tool. They touch up a line, try to fill it with the bucket tool, if it spills they hit ctrl+z and then look for the next break in the lineart.
