She basically proposed to him at the end of her arc. Him not giving her any answer seems like a shit move regardless. I guess you can make a chapter where they don't acknowledge that and move on with the ecchi shenanigans, but that will just make Kogarashi look like an asshole.

It's mostly just describing what you see in the chapter. With Nonko and Yuuna disqualified, it occurs to Hibari and Sagiri that they can now use spirit armor without interference and Matora has apparently learned it as well, but hasn't mastered it yet. That leaves only Asaka unprotected, and Miria pulling on her bikini top costs Asaka and Sagiri the match. Once they're between competitions and thus no longer disqualified, Nonko binds Yuuna and Karura with inverted spirit armor to keep them from doing anything, only for Nonko and Oboro to be hit by a trap that does the same to them set by Yuuna in anticipation of that. So with the four of them effectively sealed, Matora decides to skip wasting energy on spirit armor, and the events continue with various other competitions with Koyuzu and Miria messing with people's clothes. The final event is the relay race. Yaya wakes up long enough to mess up the handoff between Asaka and Sagiri. Koyuzu comes up with the idea of making a Kogarashi doll to grope Matora's breasts, and Miria responds in kind to Asaka. Asaka has a flashback, overcomes the shame and wins, but when she turns around to celebrate with her team she finds that everyone not protected by spirit armor has a Kogarashi doll groping their breasts.

No wonder the manga has felt pretty bad since then, if that was true. He followed up a good arc with a series of mediocre-to-bad arcs that dragged on too long or went nowhere. The bara chapter was probably the lowlight, but it was already at a low even before then.

I doubt he was worried enough to do anything different. Chisaki losing out on screentime and focus is fairly normal when there's stuff involving using powers happening. We had an arc for her with the school trip, then some breather chapters for characters who weren't on the trip, as well as Oboro's proposal. Then we had the loli arc, wear Chisaki had no real contributions to make and she was essentially a bystander. Since then we've had a few breather chapters, include Hibari and Karura each getting a chapter. Followed by this arc. All told we're only slightly overdue for a Chisaki chapter, but you can mostly put that down to the arcs consuming a lot of time, and the breather chapters being needed to feature the characters who didn't get featured in the arcs.

Huh? The last new girls he created before Nadare's minions were Shion and Miria. Shion mainly being there to wingman for Chisaki and give Yaya someone to talk to, and Miria to give Koyuzu someone to talk to and serve as a link to the Tenko. That's hardly the author doing nothing but creating new girls to keep things interesting.
The harem is capped at 6. Yuuna, Sagiri, Chisaki, Oboro, Hibari, and Karura. The others girls are either part of the general supporting cast, or are there to be friends/wingmen to the main 6 so they have someone other than their rivals or their love interest to interact with.
