So here's my take on what the device could be like that actually exists in our world. Its a prototype, compact, fusion reactor. It consists of a single piece( or tube) used to contain the plasma and its well known that in convential fusion reactors lots of exotic particles are emitted which in this case could be causing the petrification. Also fusion reactions are inherently unstable which explains the sudden expansion and collapse of the field. Its not much but there's my two cents apart from it being a completely novel piece of technology.

They keep it hidden away because they don't want the villagers to know that its actually Kirisame doing it I think. Also the amount of UV light emitted at night would be pretty low. It could be the reason but its pretty difficult to know without actually knowing what its based off of.
