There are swords that are strong enough to be Supreme on their own, while others need to become a Black Blade. And then there are others (Shusui) that aren't strong enough to become a Supreme even after becoming a BB.

At the first hint of a crisis, both BMP and BP have proven themselves to be extremely disorganized and fractured, with multiple factions in the crew opting to control the situation themselves. It's evident that their captains are the only glue keeping these people together. Without them, they are nothing.

Kaido and Big Mom are also rather lax when it comes to selecting crew members. Big Mom states that any of the children born to her are automatically members, any of the spouses that marry those childrens become members, and any organizations those spouses are affiliated with are also automatically members. Kaido's main criterion is looking for strong and powerful people, but he also accepts weaklings into his crew that want to be there. Blackbeard is completely different. He accepts only the absolute strongest people with the greatest potential into his crew. That's why BB is able to control his ten titan captains with such proficiency; they are all efficient and competent on their own standing, but they know Blackbeard is their greatest chance of survival and to avoid capture.

Act 4 is most likely going to be the Fire Festival itself, with the battle against Kaido, Orochi, and possibly Big Mom serving as the main fight in the "play."
