well, i personally believe that he made a big error in treating the primarchs as tools rather than people. Had he been more open about his motivations, and perhaps even gone so far as to explain to them his reasons for leaving the great crusade and the importance of the webway project there would have been a smaller chance to turn horus traitor, a chance that more than likely could have been avoided entirely if the primarchs had been informed and warned about the ruinous powers.
that, and not making a tool that could be used against the astartes should they ever come to oppose him. the fact that two legions had already been wiped from the records before the heresy even started should have been enough warning that primarchs/astartes going rogue was a realistic threat to his plans.
furthermore he made a fatal mistake in not putting angron and konrad kurze down, despite one being dangerously deranged and the other being quite unstable.
on the whole, the primarch project was a good decision, but it would have been a better move to halt the great crusade at the time that he decided to step down and appoint horus warmaster, consolidate defenses around the territory that had been reclaimed, complete the webway project and then using the new high speed logistics network to make the next step of galactic expansion even faster and more efficient.

he got rid of the thunder warriors because they were too unstable and murderhappy to be of any use after unifying terra. but the astartes (excluding the night lords, world eaters and word bearers) would have been usefull even after the crusade had ended, there was still a border that needed defending, dissidents that need slapping down other such nonsense. if he just reduced recruitment/production to fall just below replacement rates and then level it out at a size that leaves it strong enough to maintain law and order but too small to threaten the imperium as a whole you would have been fine.
