There's is also the yet unmentioned but possible idea that Devils can gain strength outside of general "fear factor" by having multiple contracts that benefit them. Fox, for example, is a devil based around a fear that is both irrational and also not that widely held (as far as I'm aware, most people like foxes), and yet appears to be quite strong. Since it is explicitly stated fox likes to make contracts with lots of people (clearly allowing it to eat a lot of other devils), you could summarise that either contracts themselves makes them stronger, or that simply eating other devils makes them stronger.

I think I've figured it out. It boils down to thepowergap between general fear vs. specific fear. Too general of a devil has less power then its derivatives, because people fear specific interpretations of those vague fears. People don't fear violence or conflict in general nearly as much as they fear gun violence or nuclear conflict. Ergo, the gun devil (and secret boss nuclear devil) are far more feared and powerful then their more generic counterparts.
For example, lets say there's a loss devil. Just losing things in general isn't that scary too most people.
But losing the things you love most? Losing your purpose, your reason to keep on living? Those fears would lead to some strong fucking devils.
