That’s the point of basic cinematography. Static conversations are also filmed in similar ways with both characters being visible in one shot such a shot/reverse shot dialogue scene. Doesn’t mean that the characters are looking off and talking past each other just because we can’t see the POV shot. If anything your example just feels like Anno wanted to get both Asuka and Rei in the same shot for the audience. Shinji’s POV shot just would have been Asuka’s breasts. Even then you could argue that Asuka wasn’t trying to block Rei at all and he just looked at them himself.

After this, all Shinji says is “Help me,” because even his initial offering of assistance to her solely hurt her, and In reality, he was being selfish and merely attempting to get her to help him. He wasn’t there for her when Asuka needed him.
As Asuka points out, Shinji doesn’t need her. Shinji just needs someone. And Asuka doesn’t simply want to be someone; Asuka wants to be, well, herself, specifically. She wants to be valued for who she is, not because circumstances left her the least of all evils, especially for Shinji, whose first choice, per Instrumentality, was Kaworu anyway.
Asuka calls him out on his bullshit. Asuka points out that he doesn’t love himself, because she’s been there. She hated herself, but through the understanding of her mother and her A.T. Field, she’s okay. But she is rejecting his presence. She is rejecting him entering her mind, because she wants to be by herself. She wants to be isolated.

But all of this is ultimately superficial. Characters are defined by how they act and think, and Asuka and Shinji, despite their similar starting points, couldn't be more different in that respect.
And both of their characters are a lot more than their coping mechanisms.
It is also not true that Shinji was actively avoiding relationships. He was for example the one that was proactive in his relationship with Rei, and he made no indication that he wanted to avoid relationship with Toji, Kensuke or Asuka.
Neither does Asuka solely seek one-sided relationship, there is nothing apparent that she could gain in her relationship with Rei, Hikari or Shinji.

Movies do it because they have no other choice due to the time constraining nature of the medium, though usually the movie itself is then devoted to developing the relationship. This his has nothing to it, it's bare bones storytelling, it's just two guys suddenly loving each other and then one loses his head. Show me a movie that is done with the main relationship after 10 minutes of establishing it. Shit is rushed and that's all there is to it.

I can buy Shinji being bi and attracted to Kaworu to some extent. I also definitely buy Kaworu having a thing for Shinji. But I wouldn't call it love, or even a very strong attraction - just enough of an awkward feeling to make an awkward boy blush. That Kaworu was nice to him is not totally disconnected, but for a broken kid like Shinji it holds meaning entirely distinct from the concept of romance and should be viewed as such.
And to be clear, while there is also mutual attraction between him and Asuka, no strong foundation for love can be built on purely on in-show interactions for them either. A belief in that ship inherently relies on the potential for furthering what was already established.

We can emotionally react to episode 24 because by this point we can emotionally empathize with Shinji.

Shinji's reactions make complete sense. The entire show he is starving for a sense of belonging and love with no strings attached. Kaworu tells him he's fine just the way he is. He doesn't like him because he pilots the Eva (Misato, Asuka, Gendo), he doesn't tease him for acting like a girl (Toji, Kensuke), he just likes him for being who he is.
Given everything we learn about Shinji throughout the entire show, we can understand why he clings to Kaworu, he sees him as a savior.
