When I was a kid I got picked on a lot, I never told anyone because worse than being picked on was being a snitch and having to cry to someone else for help. It's humiliating. Plus, there's no guarantee telling someone else will actually help the situation because if your bully/bullies are big enough assholes they wont give a fuck and just beat on you WORSE for snitching. It's not an ideal situation to be in either way.
Bullying in Japan is a weird thing because society as a whole values the group's harmony and reputation, so when a child is harassed, many believe it is because she/he deserve it. That's why many teachers do nothing. Horikoshi is very aware of this, Melissa's special chapter is proof of that.

ironically, this actually was what worked out for me. one day i just got really fed up and just punched the shit out of them. i still got my ass kicked alot but when i started fighting back they backed off slowly but surely. amazing what growing a spine does for you sometimes.
A lot of the cases (not all) this does work. A bully will just continue being a bully not just because the victim is weak, but because the victim always gives the bully a satisfying reaction from his/her torment. Fighting back will just discourage them and will either give up or find and pick another prey.

I could go on and exceed the character limit and still not adequately describe just how awful it is, but the worst part is Horikoshi's sanitized approach with the explicit goal of capturing that generic popularity. It really is one of the worst things to happen to the medium in years.

Because Bakugo was the one that was being bullied by Deku. Deku would never tell the adults anything because then he couldn't stalk his victim anymore since they'd intervene. Bakugo was trying to get rid of him and make Deku stop following him everywhere but nothing the poor kid did worked. That's how it usually goes with stalking victims, they always succumb to violence, anger and frustration from the stalking harassement. All he wanted was to be left alone by the gay kid, it's traumatising and frustrating to be stalked by someone who repuses you and is in love with you, it's also a serious crime.
