Complexity is a meme. Sure it's a nice thing to see when explored and that can be quite the experience in itself but that's not the only ingredient to an make an intriguing and highly engaging antagonist.
He's the hero of the story.
you could have some boring ass antagonist like frieza whos only point is to oppose the MC and want to become immortal or you could have someone interesting with their own goals who could even be the main character with a change of perspective.

Let's take a look at Hisoka's goals vs the main cast's goals throughout the series:

>Heaven's Arena: Grey area. Antagonistic in that he obviously fights Gon, but he also stops them from getting btfo on the 200th floor by the other fighters before they know more about nen and the Gon fight was just a way to "ripen the fruit" .
>Yorknew: Protagonist.
>Greed Island: Protagonist
>Election: Also grey because he shits on Gotoh, but he also saves Killua's ass by taunting Illumi and wants to keep Gon alive.

Hisoka is literally more of a mentor than an antagonist, whenever he aligns himself against Gon, it's to encourage Gon to grow, not to stop him
