Kirei doesn't even really do anything major until towards the last two days of HF, which we're definitely gonna see.
Illya's scenes were condensed but not outright cut, and they can definitely squeeze in more scenes for her. The only thing they won't have for her is Die Lorelei, but I can live without it.
