OP has some reason in that 48 episodes would normally allow for some good writing but I like how you think. These are grown ass men from different paths of life deciding that DIO is evil and must be stopped. Their interactions and hardships are what make the story but you don't need development. Even though I'd say they got it in the form of developing friendship. But this was a squad going on a big mission, that's all there is to it, I don't expect a SWAT team to completely change just by going to shoot down some criminals.

As a side note....
Traitors requiem sucks wtf, the song is good but the entire video is scenes lifted from the anime and the gangstas attacking the void AGAIN with a side of spoiling the final fight with Giorno grabbing the arrow and that part seems to go on forever.

Part 5 is very similar to Part 3. Both are about a road trip with the boys but except for an old man you get a cute waifu. Unfortunately, Passione Gang ain't as interesting as the Crusaders. But at least the mary sue of that part had a mcguffin to give him an OP stand and doesn't just magically have it for convenience.

Too bad Okuyasu is shit and Josuke and Okuyasu's "chemistry" is that when they are together they're both massive dickheads to people. Koichi didn't have to put up with their shit.

That's real fucking funny, part 2 has the worst cast easily with only Joseph, Wham, and Stroheim having any character and none of them developing at all.

People shit on Part 3 for not having "character development", but it's not any worse than other parts with the exact same problem. It's actually really telling that the only flaws people can come up with for Part 3 apply to the entire series as a whole.

Part 2 is great, part 3 is a waste of time. You could probably only watch 1/3 of the episodes and not miss anything.
