Bones is a good pick that I've suggested a few times - just a generally reliable studio. Mostly known for choreography and fight animation in terms of their big strengths but certainly not a weak studio in any major category. They can do just fine with effects, backgrounds, character animation - everything needed for Raildex adaptations. So long as they throw a good team together, of course.

Have the characters act in character. Accelerator constantly behaves out of character. The villain is in front of him and he doesn't kill any villain but instead (episode 9). It's annoying for him to act this way due to the whims of the anime production committee. The plots don't have integrity this way nor do they make sense. I think she pretty clearly has a hard time getting along with people who are arrogant or try to assert authority over her. The latter ties into the idea of her seeing herself as the alpha, clearly. Really anything related to controlling or looking down on her. In any case she's pretty well known for wearing her heart on her sleeve (the only exceptions being when she's embarrassed, but then she shows that instead) and showing when you irritate her on a more personal level - and I find it hard to believe that Kakine wouldn't piss her off at least a couple times. Maybe they'd get along in the end, but there would certainly be some friction.
