I don't feel that I've seen enough anime to be qualified to give a definite answer to this question.
Of course I know what many of the highly regarded anime are, and I have some opinions too, but there's too much I haven't seen.
Some standout years are 1998, 2003, 2007 and 2011 though. Could be some other great years too.

AB was very much a "watch with Yea Forums" anime, since the threads were fun but watching it 9 years later would probably just leave you confused as to why anyone liked it since the plot was really condensed and rushed with bad guys becoming good guys in the span of a single episode.
